Bridge Widening to 2 Lanes
1. This
Invitation for Bids follows the General Procurement Notice (GPN)
that was advertised in dgMarket issue no 1693016 of March
22nd, 2007. This advertisement will also appear in the following
local newspapers Samoa Observer and Newsline, during the months of
November and December 2008 and January 2009.
2. The Government of the Independent State of Samoa has received a
credit from the International Development Association towards the
cost of Samoa Infrastructure Asset Management Project Phase 2 (SIAM
2), and it intends to apply part of the proceeds of this credit to
payments under the Contracts No. B1.11A – Togafuafua Bridge Widening
to Two Lanes and Contract B1.11B – Vaimoso-uta Bridge Widening to
Two Lanes.
3. The Ministry of Works, Transport and Infrastructure,
Government of Samoa now invites sealed bids from eligible and
qualified bidders for Contracts No. B1.11A – Togafuafua
Bridge Widening to Two Lanes, Atina’e Road Pavement Rehabilitation
Construction, installation of concrete kerb and channel; new
footpaths and vehicle crossings; construction of storm water
drainage; road marking; signage; installation of roundabout; service
relocations; reinstatement of fencing and landscaping; liaison with
utilities service authorities. The Contract No. B1.11B
Vaimoso-uta Bridge Widening to Two Lanes, Bridge Construction and
Road Pavement Rehabilitation Construction, installation of concrete
kerb and channel; new footpaths and vehicle crossings; construction
of storm water drainage; road marking; signage; installation of
roundabout; service relocations; reinstatement of fencing and
landscaping; liaison with utilities service authorities. The
delivery/construction period is five (5) months with respect to each
contract.
4. Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, and are open to all
bidders from Eligible Source Countries as defined in the Bidding
Documents.

and inspect the Bidding Documents at the address given below from
9.00 am to 4:00 pm.
6. Qualification Requirements include:
(a) Experience as prime contractor in the construction of at least
one project of works of a nature and complexity equivalent to the
Works over a period of ten years (to comply with this requirement,
works cited should be at least 70 percent complete);
(b) a Contract Manager with five years’ experience in works of an
equivalent nature and volume, including no less than three years as
Manager; and
(c) Liquid assets and/or credit facilities, net of other contractual
commitments and exclusive of any advance payments which may be made
under the Contract; of no less than ST$500,000.00 shall be for each
contract.
(d) A margin of preference for eligible national contractors/joint
ventures shall not be applied.
Bidders should also read Section 2; ITB, Section IV and Section V
for other qualification requirements.
7. A complete set of Bidding Documents in English language may be
purchased by interested bidders on the presentation of your payment
receipt of a non refundable fee ST$300.00 for one set
of hard copies or payment of ST$200.00 for access to a set
with respect to each Bidding Documents of downloadable files, from
the MWTI Website
http://www.mwti.gov.ws specified link to be advised. One set
with respect to each contract comprised of Vol 1 - Bidding Document,
Vol 2- Specifications and Volume 3-Drawings. Local Bidders shall
provide cash payments to the MWTI Cashier and present your receipt
when you pick up your set of bidding documents. A Bank Cheque made
out to the Ministry of Works, Transport & Infrastructure will be
considered for overseas Bidders. A Bank Account for transfer of
funds will be advised upon receipt of request. Upon payment
confirmation, the nominated website link will be given.
8. Bids must be delivered to the address below at or before 1:30 PM
Monday 19th January 2009. Electronic bidding shall not be permitted.
Late bids will be rejected. Bids will be opened physically in the
presence of the bidders’ representatives who choose to attend in
person at 2:00 PM Monday 19th January 2009.
9. All bids shall be accompanied by a Bid Security of
SAT$ $20,000
for each contract.
A single bid security referring to two contracts is acceptable
provided the total amount is in accordance with the provisions of
this clause.
