PROJECT CHALLENGES

The primary challenge is the planning and financing of investments and preservation of the infrastructure assets that will be adequate to support continued economic growth, while being financially sustainable without dependence on external assistance, In respect of investments, the f r s t Project raised the international airport infrastructure to an operational standard adequate for the medium-term, but the road infrastructure is not adequate to meet the rapid growth in land transport especially in the urban area. In terms of the public sector reform o f service delivery, public works and transport have been leading the way with the reforms achieved under the first Project, but much remains to be done especially in land transport and in addressing institutional capacity.
